Houston Airports’ IAH Terminal Redevelopment Program (ITRP) has greatly benefited from the talent and dedication of local firms. One such firm is Houston-based Taylor Construction Management (TCM), who serves as a Joint Venture partner on the Houston Aviation Alliance Program Management Support Services team.
Founded in 2011, TCM is a project management company positioned to provide a quantifiable return on investment across all industries. The Minority/Women/Disadvantaged Business Enterprise (M/W/DBE) company was founded by CEO Kelley Taylor. The company is managed and owned by Kelley and her husband Troi, Company President.
TCM employs strategic thinkers that possess a blend of technical acumen while having the leadership capability to creatively respond to any project need. TCM has already accomplished a global reach – its very first clients were in Mainland China, Vietnam, and Germany. Its first U.S.-based clients were Texas A&M University System (TAMUS) and ExxonMobil. Today, the company has successfully expanded its client industries’ base to include aviation (HAS and DFW International Airport), mass transit, education, life science, and healthcare.
TCM’s strengths include generating project budgets and master program schedules (project controls), facilitating the development of construction drawing and technical specifications (design services), permitting, bidding, subcontractor and supplier buy-outs, cash flow forecast, change order, scope deviation management, managing the construction process to tenant turnover (project and construction management), and building code compliance.
Troi Taylor said that TCM is most proud to have garnered global acclaim for delivering quality results that aren’t defined by their identity as a small and/or minority-owned business, but “for providing executive leadership in the field of design and construction management. Because of our past performance, we have multi-million dollar repeat customers in TAMUS and several faithful clients in China,” he said.
For ITRP, TCM staff member Rodney Leonard serves as a Senior Systems Support Analyst, currently assisting with commissioning of the Program Management Office building, currently under construction. “My responsibilities include adding new PMO assets into the HAS ‘Infor’ Enterprise Asset Management System (EAMS),” Leonard said. “This information is vital toward efficient tracking and upkeep of all facility-related assets. Additionally, I work with the HAS maintenance leadership to set up a PMO preventative maintenance program and enter new equipment warranty information into EAMS after construction has been completed.”
Leonard works under the direction of Monty Nunn, Assistant Director for Planning, and Scott Hill Asset Management Division Manager. He provides user training and assistance for the EAMS, which has over 500 users.
Troi and Kelley Taylor both lauded the ITRP for its eventual efficiencies for the traveling public. “It is our expectation that the ITRP completes within the allotted program parameters specific to quality, schedule, and budget,” Troi said. “Further, we approach our tasks with the mindset that ITRP will receive global recognition for innovation and modernization. Throughout the dialogue related to the successes of ITRP, it is our hope that TCM will be a strategic and vital team player in those success testimonials.”
The Houston Airport System (HAS) was TCM’s first aviation client. “As frequent flyers through Houston airports,” Troi Taylor said, “we have always desired to do work in the aviation space. Because of the ITRP opportunity, we now have two contracts (design and project management) with DFW Airport. We recognize the significance of HAS opening the door for us and we relentlessly aim to return the favor by delivering quality services that make positive differences every time we are called upon by HAS.”
He also lauded Robert Barker, HAS Chief Development Officer, for being “of tremendous help to our company. He has consistently been responsive and willing to share tips for success at HAS and the aviation market in general.”

Leonard is pleased to have provided a level of innovation in his specific role, having assisted in making changes to the overall customization of HAS’s EAM System to include custom reports that streamline task-specific information for better efficiency and system configuration changes.
He was also a major contributor to HAS’s new Quality Control program.
