Sudden Impact: Impact Strategies Expands Its Portfolio With Meaningful Contributions to ITRP

Making a sudden and lasting impact, quite literally.

Impact Strategies Consultants, LLC, is doing just that in its key roles on the ongoing IAH Terminal Redevelopment Program (ITRP) at Bush Intercontinental Airport. ITRP is a direct result of the Houston Airport System (HAS) responding to a significant need for the development of additional facilities to handle aircraft, passengers, and cargo germane to its daily domestic and international operations.

Integral to the success of ITRP are two Program Management Support Services (PMSS) teams, the Parsons-H.J. Russell JV and the Houston Aviation Alliance JV. The PMSS teams and their subconsultants provide the systems, services and staff to ensure the success of ITRP in compliance with the approved scope, schedule, and budget and with highest-quality level of services.

Impact Strategies is a member of the Parsons-HJ Russell JV and has served on ITRP since Fall 2014. Impact Strategies is a minority/women’s business enterprise that was established in October 2006 as a business consulting firm. Debny Greenlee, Vernita Harris, and Eric Lyons are the three MBA partners who started the company, each possessing previous experience with Fortune 500 companies. “We formed a business relationship as a result of long-term membership with a professional business association,” Debny said.

Impact Strategies’ core competencies are in the areas of Workforce Development, Business Development, and Community Engagement. “One of our greatest successes,” Debny said, “was working on Metro’s light rail expansion project and making a contribution to the transformation of Houston’s roadmap. Our success on this project led us to ITRP. This is our first assignment with the Houston Airport System and we see it as a great opportunity to support infrastructure development at Bush ’s Intercontinental Airport.”

Impact Strategies has two staff members employed within the ITRP, Brenna Bates (Project Accountant) and Bridgette Patton (HACEC Administrator/Manager).

Brenna’s support is essential to invoice compliance and the process of ensuring contract terms and conditions are met. Her work helps ensure the smooth flow of contractor and professional service invoices. Brenna is currently playing a crucial role in the implementation of an online invoicing system.

Bridgette was responsible for implementing the first Houston Area Construction Education Collaborative (HACEC) OSHA 10 two-day training class at Lone Star Community College at Greenspoint. This training is ongoing, and will also be offered at Houston Community College (Main Campus) and San Jacinto Community College District. The program provides safety training to construction contractor employees engaged in work to support HAS-designated capital projects.

“Our objective is to continue to excel and add value in providing support services to one of the most significant programs undertaken by the Houston Airport System,” Debny said. She expressed that she and her partners are extremely pleased to be a part of the groundbreaking ITRP program. “We had prior experience working in the light rail transportation sector,” she said. “Our association with the HAS allows us to expand our capability and portfolio of services offered to the transportation industry,” she continued. “The leadership of Donna Williams (Parsons VP and ITRP Project Manager for the Parsons-HJ Russell Team) has been invaluable to our continued growth.”
