A Master Plan is a tool airports use to guide them through the next several years. It illustrates growth trends and how certain projects will help them prepare for the future.
In creating Hobby's Master Plan, the consultant team will:
- » Assess Hobby's current facilities and activities.
- » Complete a forecast of how those activities are expected to increase.
- » Assess the ability of existing facilities to handle future demand.
- » Identify alternatives and strategies for improving the airport to meet the demand.
The ultimate goal of the Master Plan Process is to create a realistic and financially feasible plan that can be implemented with minimal disruption of existing services. An airport cannot close to build a new terminal or runway - construction activities must take place while all operations still run smoothly.
Hobby's Master Plan will incorporate all of the traditional guidelines required by the Federal Aviation Administration (FAA), yet go beyond them, taking a more comprehensive approach by coordinating extensively with various regional planning agencies and potential stakeholders.
A key distinctive element of this master plan is the preparation of individual "facility development plans" for specific functional components of the airport, such as ground access or the airfield. Although the facility development plan for each component can stand on its own, all of the individual plans will be coordinated to provide an integrated plan for Hobby's development.
The result will be a unique, detailed Master Plan that prepares the airport for future changes in its demand and capacity by providing all of the necessary guidance for Hobby's future development - all the while maintaining the flexibility to respond to future changes in the industry.
