STEP 1 - GATHER DATA AND INVENTORY FACILITIES

The team assesses current facilities and those under construction by asking such questions as:
  • » How many total gates are included in the current construction program and what needs exist for additional gates?
  • » What are the size, number, capacity and condition of runways, taxiways, ramps, aprons and other paved areas?
  • » Do terminal and perimeter security systems and navigational aids meet current needs and future standards?
  • » What are the air traffic control procedures at Hobby and how is Hobby airspace coordinated with other area airports?
  • » How many and what types of tenant buildings are there? Where are they located?
  • » What is the capacity of airport utility systems?
  • » What is the total number of parking spaces available?


STEP 2 - PREPARE FORECASTS

A passenger survey will be conducted to define airport usage by asking such questions as:
  • » What is your destination?
  • » What is the purpose of your trip?
  • » How did you get to the airport?
  • » Why did you choose Hobby for travel?
  • » Did you use any concessions while you were here? How would you rate them?

The team will also look at outside factors that affect airport activity, including aviation industry trends, competing airports, new technologies and trade agreements.

This information and the data gathered during Step 1 will be used to make predictions of future airport activities for the next 5, 10, 15 and 20 years such as:
  • » Passenger traffic volumes.
  • » Typical times of the day and days of the year in which passenger volumes are projected to be the highest.
  • » Where passengers will be traveling to and from in the future.
  • » Future air freight and air mail volumes.


STEP 3 - PREPARE FACILITY DEVELOPMENT PLANS AND DEVELOPMENT STRATEGIES

The team will use their forecasts to assess the ability of the airport's existing facilities to meet future demands. Considerations include:
  • » Will more gates be needed to accommodate more travelers?
  • » Will Hobby need international facilities in the future?
  • » Are there enough concessions?
  • » Is parking adequate?
  • » Will roadway improvements be needed to accommodate increased vehicle traffic to and from the airport?

The team will then determine what improvements must be made to accommodate the Airport's future growth for the next 20 years. Specific facility development plans will be prepared for individual functional areas at the Airport. Each of the facility development plans will be coordinated into a strategic plan for overall airport development.


STEP 4 - COMPLETE MASTER PLAN DOCUMENT

The team prepares a plan for how the stated improvements will be completed. The implementation plan will include a financial plan and proposed schedule for short-and long-term development. The document will also identify potential environmental and social impacts and land use issues for each of the improvements outlined in the plan. Issues addressed include:
  • » What are the costs?
  • » Where will the funding come from?
  • » Will some buildings have to be removed to add more runways, taxiways or other paved areas?
  • » Are there short-term improvements that need to be made now?
  • » What impact will the increase in airport traffic have on the surrounding area?
  • » Will there be air quality issues?
