Capital Job Order Contract
The Houston Airport System's Capital Job Order Contract, administered by William Rodriguez, JOC Program Manager, consists of those projects that are minor construction of a facility, which includes the acquisition of fixed "capital" assets.
The term fixed assets refer to an asset that is tangible in nature, has an economic useful life of at least one year, maintain its identity through its useful life, and has significant value.
Only fixed asset purchases that meet the capitalization threshold of $5,000 qualify for capitalization. Otherwise the cost is expensed as immaterial. These fixed asset purchases also include expenditures that can be classified as fixed asset improvements and/or betterments.
