Job Order Contract Program

  The USO facility at IAH was built under the Job Order Contract Program
Since its inception in 2003, Job Order Contracting (JOC) has been the single most highly adaptable and reactive means for performing most of the annual construction and repair projects at the Houston Airport System. This delivery method has allowed HAS to get numerous projects completed in a simple and expeditious manner through multi-year contracts.

JOC provides the methodology to execute simultaneous orders for renovation, rehabilitation and repair work for the facilities and infrastructures at all three of Houston's airports, George Bush Intercontinental (IAH), William P. Hobby (HOU) and Ellington Airport (EFD). 

The HAS JOC Program is divided into two separate contracts that service both Capital Improvement and Operation and Maintenance projects. HAS uses multiple contractors to perform the work.

The Houston Airport System is committed to assisting our Primes in expanding business opportunities for MBE/SBE businesses by hosting networking and minority recruitment activities.  Through  the working strength of our experienced contractors, MBE/SBE businesses are encouraged to bid on projects that are usually not sought after due to their staff size or issues with bonding. Some of our Prime Contractors are prepared to cover the MBE/SBE subcontractor.
