Houston Approves Southwest Airlines' Plan to Launch International Service at Hobby Airport


Southwest Airlines approached the City of Houston about expanding the Federal Inspection Services (FIS) facility at William P. Hobby Airport. The City of Houston is obligated to treat all airlines equally, according to the standards set by the Federal Aviation Administration and grant assurances signed by the City.

Mayor Annise Parker announced her support of the Southwest Airlines proposal to build a new five-gate international facility at Hobby.

Houston Airports Director Mario Diaz issued a memorandum to Houston Mayor Annise Parker on April 9 with his recommendation. By adding new international air service at Hobby Airport, it creates competition in the Houston-Latin America market, leading to lower airfares and more travel options for the public.

Timeline for Review

· Houston City Council approves Southwest Airlines' plan for international service at William P. Hobby Airport in a 16-1 vote on May 30, 2012.

· Mayor Annise Parker held a press conference at William P. Hobby Airport to announce her support of Southwest Airlines and International Service at HOU.
· A public hearing was scheduled for Tuesday, May 15 from 6 p.m. to 8 p.m. at the Marriott Houston South at Hobby Airport, 9100 Gulf Freeway, Houston 77017. Questions and answers with Director Mario Diaz and public comment were included. 
 
· A public hearing was held on May 9 at the Doubletree Hotel JFK, 15747 JFK Blvd, Houston 77032 near IAH to share information and solicit feedback from the community. Questions and answers with Mario Diaz were also included in this public meeting. 
 
· A public hearing was held on May 8 at the City Council Chamber. Presentations were given by Houston Airports, United Airlines and Southwest Airlines. Public comment was also heard from the community.
 
· Houston Mayor Annise Parker is reviewed the analysis and is seeking input from stakeholders before deciding to accept the recommendation

· On April 16, Houston Airports presented its findings to a joint meeting of the Houston City Council's budget and fiscal affairs and transportation, technology and infrastructure committee

· Action by Houston's City Council is required to move forward before the City of Houston can enter into a Memorandum of Understanding with Southwest Airlines to pursue the necessary federal approvals for international flights at Hobby
