Airport Emergency Management Program

Program Objectives:

This program is designed for high-level airport and government executives. It outlines the national standards and Federal Aviation Administration (FAA) regulations under which U.S. airports operate, the operational models utilized at HAS in emergency situations and planning for contingencies and recovery

Program Activities:

o HAS Introduction: General overview and management philosophy of HAS, the fourth largest multiple-airport
   system in the United States and the sixth largest in the world
o National Incident Management System (NIMS): Nationwide standardization of a comprehensive approach to
   facilitate communications and coordination between public and private entities in emergency situations
o Incident Command System (ICS): Standardized management tool representing best practices for handling
   planned events, natural disasters, and acts of terrorism
o Federal Administration Regulation (FAR) Part 139 & International Civil Aviation Organization (ICAO) 
   comparison: Analysis of similarities and differences of airport regulations in different countries
o Airport Emergency Plan (AEP): The framework upon which the HAS prepares for, responds to and performs
   its emergency response functions during natural or man-made emergencies 
       o Classification of Incidents: A grade system for activating and deploying appropriate personnel based on
          categories of emergency conditions; Defining types of emergencies; Defining types of alerts ranging
          from I, II, and III 
       o Jurisdictional Roles: Responsibilities and communications between entities, including HAS Operations,
          HAS Public Safety, Aircraft Rescue and Fire Fighters (ARFF), Emergency Medical Services (EMS), Office 
          of Emergency Management (OEM), Emergency Operations Center (EOC), Center for Disease Control
          (CDC) and others 
       o Evaluation of response protocols: 
               o aircraft incidents 
               o medical emergencies 
               o terrorist threats 
               o natural disasters
o Airport Security Plan: Consequence management philosophy and contingency planning
o Recovery: Those short and long-term activities which restore airport operations and help return the airports'
   airfield, buildings, and systems to a normal state
o Site tours of HAS airports, command centers, ARFF station(s), and Tran Star  

Program Duration & Location:

o Duration: 9 days program
                  5 days of training
                  2 days of familiarization excursions
                  1 day of arrival
                  1 day of departure

o Location: 
                  o Training seminars and site tours will be at HAS and affiliatesˇ¦ sites 
                  o Familiarization excursions may be conducted both within Houston and/or in surrounding areas

 

Number of Participants:

o Minimum number of participants is 12, maximum 24 students; applicants from airports unable to send the required minimum may be integrated
   with members from other airports

Applicant Requirements:

o Applicants must possess sufficient English proficiency that allows them to receive training in English
o Applicants must obtain international medical and accident insurance covering the period throughout the entire program
