Where to Obtain RFQs and Bids

Contracts associated with the design and construction of projects related to the Airport Improvement Program are awarded through a competitive bid process.

The Planning, Design, and Construction Division of the Houston Airport System coordinates the specification, advertisement, proposal/bid evaluation, and award of all projects.

For Design projects, a Scope of Work is prepared and issued in the form of a Request For Qualifications (RFQ). RFQs are awarded to the best qualified firm as determined by an Evaluation Committee established for the project. While cost is a consideration, low bid award is not a requirement.

For Construction projects, specifications are issued in the form of a Bid Notification. Bids are awarded to the lowest bidder.

When a project is ready for competitive bidding, it is advertised in the local paper.

The Bid/RFQ Opportunities section of this site will be regularly updated with complete information on upcoming RFQ and Bid opportunities. The section features current and soon to be released opportunities, as well as providing preliminary information on project opportunities anticipated for the upcoming year.
