The City of Houston, Houston Airport System (HAS), invites submittals from qualified firms to provide professional construction management services for the design and construction of Phase 3 of the Automated People Mover (APM) system and related infrastructure at George Bush Intercontinental Airport/Houston:

The project is envisioned to include the following:

• Extension of the guideway from Terminal B to Terminal A
• Modifications to the Terminal B Station including HVAC system and all utilities serving the terminal building.
• Monitoring of removal of petroleum contaminated soils.
• Construction of elevators, escalators and moving walkways.
• Coordination and monitoring of abatement of asbestos containing materials.
• Modifications of the Maintenance and Storage Building
• Extension of the Automatic People Mover (APM System)
• Power supply and power conditioning for the APM

Multiple projects will be awarded (four) and constructed in numerous phases. The construction term is estimated to be 29 months. The constructed value of the project is estimated to be in excess of $90 million. The present scheduled date for advertisement for bids for the first construction contract is September, 2007 with commencement of construction anticipated to be during the fourth quarter of 2007. This schedule is subject to revision.

The selected Houston Airport System Construction Manager will be responsible for coordination of construction activities, verification that constructed facilities comply with approved documents, quality assurance and liaison with all appropriate tennants.

Professional construction management services for this project will include, but not be limited to, the following:

• Constructability review of plans and specifications.
• Evaluation of construction bids
• Assistance in construction contract awards
• Conducting weekly on-site progress meetings and periodic program review meetings
• Technical, full-time, on site observation and examination (under the direct supervision of a Project Manager) of multiple construction contract activities to verify that the work complies with the drawings and specifications, working under the direction of the Manager, Construction Division, HAS.
• Provision of professional scheduling and estimating expertise.
• Examination of materials and equipment being incorporated into the work to assure that they are handled, stored, and installed properly.
• Monitoring the progress of the construction and notifying the City HAS as to the construction contractors attainment of the progress specified by the schedule for the project and making recommendations to the Manager, Construction Division. • Coordination of the activities of the testing laboratories and the construction contractor(s) to assure that the proper number and type of tests are being performed in a timely manner to insure that the project is not delayed.
• Review the contractor(s) Quality Control procedures and manage and coordinate all City Quality Assurance activities.
• Managing the submission of samples, shop drawings and other submittals between the City’s construction contractor(s) and the Design Consultant. Managing the evaluation of the review by the Design Consultant of the samples, shop drawings, and other submittals and make recommendations to the City, in case of disputes between the Design Consultant and the City’s construction contractor(s). Monitoring of the construction work for compliance with safety standards.
• Identifying problems encountered in accomplishing the work and recommending appropriate action to the City in order to resolve these problems with a minimum effect on the timely completion of the project.
• Provide and supervise a two person surveying crew on an as needed basis to verify the contractor(s) construction work. • Assist the City in the management of change orders. Administer the preparation and processing of change orders; maintain a file of all field orders, directives, time extensions, requests for information and proposals. Provide estimates for Work Change Directives before the contractor is requested to provide a proposal.
• Conduct final inspections prior to project acceptance by the City, timely notification to the City of the results of the inspections and administering acceptance procedures and tests for the project.
• Be responsible for the assemblage and maintenance of notes, comments, sketches, and supporting data, so as to facilitate the revision of tracings by the Consultant to conform to the construction records.
• Maintain a daily diary recording work performance and occurrences on the construction site.
• Investigate inquiries and complaints registered throughout the project. Verify the quantities contained in the construction contractor(s) pay requests and prepare typed estimate on appropriate forms to be submitted for City approval and signature for monthly and final pay estimates.
• Monitor compliance by the contractor(s) of all contract terms including M/WBE, Mayor’s drug policy, security requirements, passenger and tenant access and operation, site cleanliness and safety.
• Coordinate all construction activities with Airport Operations, Security, Facilities Management, Airlines and tenants.
• Provide certification by an on-site Professional Engineer that the project was constructed in accordance with the plans, specifications and approved change orders.
• Use computerized project management techniques, wherever possible in performing these services.
• Conduct perodic meetings, desciminate information and coordinate notification of modifications to vehicular roadway systems.

RFQ SUBMISSION REQUIREMENTS

Submission Volume

The prepared material for this RFQ shall not exceed ten (10) 8-1/2” x 11” pages, 12 point type, both sides. The pages will be numbered and printed on green paper which will contrast with any other submitted material. The ten page limit shall apply to the portion of the submittal containing sections on Nominated Project Manager, Key Staff, Firms Relevant Experience and M/WBE participation (M/WBE certificates may be contained elsewhere in the submittal and do not apply to the ten page limit).

Nominated Project Manager

This section is to provide the qualifications of the individual nominated to be the on-site project manager. For each qualifying project in the individuals resume provide a brief narrative description and the following information: Project name, location, dates and client references (voice and fax numbers)

Key Staff

This section is to provide the qualifications of the nominated key staff members such as Project Engineer, Field Engineer, Estimator and Scheduler.

Qualifications of Firms

Provide a general description of each firm involved in the submittal, including such information as services offered, number of employees, office location, years in business. The prime firm, or the lead firm, must be based in Houston, TX and/or have full capabilities to substantially undertake production of the work at its Houston office.

Provide for each firm involved in the submittal, experience summaries for past projects which are similar in scope to the proposed project. All projects listed in this section must have been completed by the firm(s) using current employees, (do not include projects for which the project personnel are no longer employed by the firm(s)).

For each qualifying project, include the following information: Project name, location, client, total contract amount (and firm’s amount, if different), project manager, key staff, date completed, client contact information (voice, fax, E-mail)

Equal Employment Opportunity and Minority/Women Business Enterprise (M/WBE/PDBE/SBE) Participation

Any contract awarded as a result of this request for qualifications is expected to be funded from Departmental revenues and bonds. This procurement will be subject to regulation required by City of Houston Ordinances with regard to minority participation on both a prime and sub consultant basis.

The City of Houston Ordinance no. 95-336 Relating to MWBE contract participation and to facilitate implementation of City of Houston, Texas code of Ordinances Chapter 15, Article VI.

M/WBE Participation

Participation of M/WBE firms is required in this project as outlined in City of Houston Ordinance No. 95-336 relating to promotion and percentage goals of opportunities for Minority and Women’s Business Enterprises, passed on March 29, 1995. The percentage goal for this project is twenty-four percent (24%).

If a contract for professional services results from this Request for Qualifications, each respondent is advised that said contract will provide that the failure to carry out the requirements set forth in the City of Houston Equal Employment Opportunity Program shall constitute a breach of contract and may result in termination of the agreement or contract. In addition the City may take such additional remedy as deemed appropriate.

The prospective firm(s) shall also comply with the requirements of Form A “Contractor Submission List - City of Houston Fair Campaign Ordinance” (attached).

DRUG DETECTION AND DETERRENCE

The firm(s) selected for this project will be required to comply with City of Houston Executive Order No. 1-31 dated March 1, 1995 to promote a drug free workplace. A copy of the Executive Order may be obtained from the City of Houston Legal Department. Generally, the compliance requirements include submittal and enforcement of:

• A drug free workplace policy.
• Execution of a Drug Policy Compliance Agreement and periodic submittal of compliance declarations.
• Designation of safety impact positions or the execution of a Certificate of No Safety Impact Positions.

The above documentation shall be submitted by the successful consultant to the Department of Aviation's Contract Compliance Officer for Drug Testing (CCODT) prior to and as a precondition for contract award.

SELECTION PROCEDURE

A committee consisting of personnel from the Department of Aviation will review proposals and recommend the most qualified submitter(s). The City intends to select a consultant on the basis of these proposals. However, based upon the number of proposals received and the committee’s review, the City, at its discretion, may request either interviews or formal presentations from a short list of selected firms.

Proposals shall be submitted in a sealed envelope marked Request for Qualifications, Construction Management Services, Phase 3 of the Automated People Mover (APM) System and Related Infrastructure, George Bush Intercontinental Airport/Houston. The date and time for submittal shall be no later than 2:00 p.m. September 14, 2007.

The proposal does not require a cost proposal from the submitter(s). Further this RFQ is not to be construed as a contract or a commitment of any kind; nor does it commit the City of Houston to pay for any costs incurred in the submission of a proposal for any costs incurred prior to the execution of a formal contract.

The City of Houston reserves the sole right to (1) evaluate the proposals submitted; (2) waive any irregularities therein; (3) select candidates for the submittal of detailed presentations and interviews; or (4) reject any or all submitter(s) should it be deemed in the City’s best interest.
