Governor Perry signs bill creating New Hobby Area Management District

The 80th Texas legislative session created a new organization to benefit the area surrounding William P. Hobby Airport (HOU). House Bill 4110, authored by Rep. Garnet Coleman, D-Houston created the Hobby Area Management District (HAMD) as part of an overall effort by local businesses and community leaders to create and promote economic development in the area.

ESC Polytech Consultants President and CEO Danny R. Perkins is the Board Chair for HAMD. He also serves as the chairman of the board of the Greater Hobby Area Chamber of Commerce.

Perkins said such an organization would help garner support from governmental agencies that manage the area's recreation, transportation, infrastructure and public safety; create a point of contact for public agencies when seeking out representative input and feedback from the area; and more accurately define the HOU area as a distinctive geographic area and business community.

"I really feel there is a need for a management district," Perkins said. "We need something that will have a direct impact on how the area is being developed. If you've got a management district, they will have a better feel and understanding of what the area needs.”

“The new district will play a key role in improving the area’s appearance, enhancing HOU and Houston’s image to travelers,” said Mary Case, HOU airport manager. “It also provides a community clearinghouse to communicate future airport development and helps designate land uses that are compatible with airport development and operations.”
