A group of Chinese air traffic control managers landed in Houston for some basic training. The lesson plan included two weeks of specialized aviation curriculum, which was hosted by the Houston Airport System (HAS) through the non-profit group known as HAS Development Corporation.

The Runway Safety Management program trained 22 aviation managers from 19 air traffic management centers based in China.

“This is the first time we've had major involvement from the Federal Aviation Administration. We also reached out to Continental Airlines, Houston TranStar and others,” says Kelly Hu, senior executive officer to the director of the Houston Airport System. “The comprehensive training was the result of great partnerships and the response was overwhelming.”

HAS coordinated with the Federal Aviation Administration (FAA) to provide instruction on controlling aircraft on the ground and runway safety.

The training included visits to George Bush Intercontinental Airport (IAH), the FAA’s Terminal Radar Approach Control known as “TRACON”, the Air Route Traffic Control facilities, Houston TranStar, Hooks Airport, William P. Hobby and Ellington Airports.

“The air traffic at Houston Airports is controlled very well. The ground and ramp personnel are professional and efficient,” says Zhang Zhijun, who trains air traffic controllers for the Civil Aviation Management Institute of China. “We have all enjoyed our stay in Houston and the training.”

Hu adds, “The group was intrigued by our airport operations, management philosophy, and partnerships, which they believe enriched their experiences, and broadened their vision of HAS and Houston.”

The Chinese aviation professionals even got a chance to see Houston’s hometown airline Systems Operations Coordination Center where Continental Airlines directs worldwide flight operations.

The visit concluded with a graduation ceremony for the Chinese delegation.

Learning in Houston.  The Chinese group learned more about aviation and Houston happenings.

Houston Airport System deputy director of planning, design and construction, Eric Potts handed out diplomas while highlighting the spirit of cooperation between China and Houston Airports.

The Chinese delegation visit coincided with a popular local tradition,“Go Texan Day” where the Chinese visitors were invited to enjoy a special taste of Texas with cowboy hats, country music and barbecue during the airport’s Go Texan Day celebration.

As a result of the training program’s success, the Chinese Air Traffic Management Bureau is interested in a three year agreement with the Houston Airport System.

The mission of the HAS Development Corporation is to provide training activities in the pursuit of safety, customer service, effectiveness and aviation development worldwide.
